Timothy J. Logue

Space and Telecommunications Analyst

Timothy J. Logue has been with Coudert Brothers since 1996, when he moved to the firm with a three-person Practice Group, in which he has served as a Space and Telecommunications Analyst for a number of years. Mr. Logue has developed extensive expertise in international telecommunications matters, and domestic and international satellite communications. He has also consulted on non-telecommunications-related space matters, such as the Landsat remote sensing program, the international space station project, launch vehicles and other civilian space activities.

Mr. Logue assists the attorneys in the practice group by bringing to bear his years of experience in these areas. He also carries out policy and business analyses, information gathering and dissemination, and monitoring of developments in various space and telecommunications markets for clients on a regular basis.

Mr. Logue has assisted in a variety of spacecraft marketing efforts directed towards international and domestic customers, conducted studies of the management history and costs of certain civilian space programs, analyzing investment opportunities in new satellite companies, and investigated the availability of domestic satellite and international undersea cable facilities. He makes regular contact with such government bodies as the Federal Communications Commission, the Departments of State and Commerce, the National Aeronautics and Space Administration, the Office of the U.S. Trade Representatives, and the House of Representatives and Senate. He has also assisted foreign governments develop new satellite policies and investors evaluate opportunities in foreign and U.S. markets.

He reentered the consulting arena in 1984 by joining his practice group at its previous law firm after nearly five years with the Communications Satellite Corporation, where he was a Policy Analyst in the INTELSAT Affairs Division of the World Systems Division. This section of the corporation is the U.S. operational representative to the International Telecommunications Satellite Organization. There, he specialized in Pacific regional issues, the needs of developing countries, U.S. and foreign domestic developments effecting COMSAT’s core businesses, and regulatory issues arising from transborder U.S. domestic satellite services and proposals for private international satellite systems that would compete against INTELSAT. He participated on internal committees seeking to chart a course for the corporation as its regulatory and business environment began to change radically in the early 1980s. He also led an internal team composed mostly of engineers in an effort to design a lower cost, thin-route satellite service for underdeveloped regions. This effort culminated in the establishment of the Vista service category by INTELSAT.

Prior to joining COMSAT he consulted and served as research coordinator for studies of international telecommunications issues for the Academy for Educational Development, in Washington, and organized a month-long seminar on international telecommunications issues for senior officials and academics from the Pacific Basin at the East-West Communications Institute, in Honolulu.

Mr. Logue has published numerous articles and papers (see attached list), and because of his broad expertise, is often asked to chair panel sessions, roundtables and conferences. He also annually teaches an introductory course on satellite communications markets and technology at a major international satellite conference, and organizes and chairs a panel session on satellite developments at the Pacific Telecommunications Conference. He has also lectured to classes on international telecommunications and satellite matters at Rutgers University Law School, Georgetown University’s School of Foreign Service, and the University of Hawaii at Manoa’s Communications Department. He has also spoken to visiting Fulbright Scholars and U.S. Technical Training Institute classes.

Mr. Logue is also an active participant in professional organizations. For the Mid-Atlantic Chapter of the Society of Satellite Professionals, he is coordinator of its monthly luncheon series. He is also the longtime chair of the Pacific Telecommunications Council’s Media and Communications Committee. For the Washington Space Business Roundtable, he served as chairman of a subcommittee on risk management issues of a Space Policy Working Group, which prepared a White Paper on commercial space issues for the incoming Bush Administration. He also drafted material for the Washington Roundtable’s educational project, which has developed a space business game for high school classroom use.

Mr. Logue has a Masters Degree in International Communications from the American University in Washington, D.C., and a Bachelors Degree from Duquesne University in Pittsburgh, Pennsylvania, where he majored in journalism. There, he was awarded numerous reporting and academic honors, and graduated magna cum laude. During his journalistic career in the 1970’s, he worked for the Associated Press and a local newspaper chain in Pittsburgh. While in graduate school, he also worked for the Voice of America as an editor and writer.

Born and raised in Pittsburgh, he has lived in the Washington area since 1976. He now lives in Fairfax County, Virginia with his wife and two sons.
