Ms. Gilsenan is a senior
attorney advisor in the Satellite and Radiocommunication Division of the FCCs
International Bureau. She has worked in the Satellite Division since 1994.
During her time in the Satellite Division, Ms. Gilsenan has been
involved in numerous licensing and rulemaking proceedings involving a wide variety of
regulatory issues concerning satellites as well as other spectrum policy decisions. She is
the primary author of the FCCs rules and licenses that will provide for the
provision of the next generation of satellite services in the Ka-Band.
Ms. Gilsenan has also negotiated two bilateral satellite services
agreements with Mexico. One pertained to the provision of Fixed Satellite Services and the
other to the provision of Mobile Satellite Services between the United States and Mexico.
She has also represented the FCC in international meetings.
