Richard A. Mandelbaum

President & CEO

AppliedTheory Communications

Dr. Richard Mandelbaum is a recognized architect of today's Internet - one of four computing and communications experts who founded NYSERNet, the oldest Internet service provider, in 1985. He was a member of the original advisory panel to the National Science Foundation
(NSF) which led to the establishment of NSFNet, the first core of the Internet. Dr. Mandelbaum was also a member of the advisory committee tothe Federal Coordinating Council on Science and Engineering Technology (FCCSET) panel of the President's Office of Science and Technology Policy, which generated the federal National Information Infrastructure initiative and led to a multi-billion dollar investment by the federal government in computer and telecommunications technology. In addition, Dr. Mandelbaum was a co-founder and the first president of FARNet, the Federation of American Research Networks and was an active member of the National Telecommunications Task Force (NTTF).

During those years, Dr. Mandelbaum continued to head NYSERNet as it helped set the standards for Internet technology and delivery, including a succession of firsts: NYSERNet was the first NSF-funded network to use TCP/IP; the first to help develop and deploy SNMP---a simple message format that manages networks; and the first user of X.500--a standard directory service that stores individual's names and e-mail addresses. He also orchestrated NYSERNet's management of the National Network Testbed(NNT), a $12 million program funded by the U.S. Department of
Defense.

Prior to assuming full time responsibilities as president of AppliedTheory Communications, Dr. Mandelbaum served as Director of the Center for Advanced Technology in Telecommunications (CATT) and Professor of Computer Science at Polytechnic University from 1992 - 1996, and served at the University of Rochester from 1977 - 1992, first as Professor of Mathematics and then from 1985-1992 as Vice Provost for Computing and Telecommunications and Professor of Electrical Engineering. At the CATT, Dr. Mandelbaum coordinated research on telecommunications topics, including network security, broadband networking, and wireless communications. He also initiated CATT partnerships with industry and especially with the banking community, in the areas of check imaging, electronic checks and use of the Internet for commercial and financial transactions.

Dr. Mandelbaum is currently president of Applied Theory Communications, the oldest ISP in the country. Originally founded in 1985under the name NYSERNet, AppliedTheory provides Internet access, web management services, intraneting, web-database integration services and custom training services. In conjunction with NETSAT Express, AppliedTheory has recently expanded into the arena of satellite-based provision of Internet and Direct-PC services.

Dr. Mandelbaum received his Ph.D. in Mathematics from Princeton University and his B.S. from RPI and continues to serve as Chairman of the Board of NYSERNet, AppliedTheory's parent company. ---------------------------
