| Thomas S. Tycz is the Chief of the Satellite and
Radiocommunication Division, in the International Bureau at the Federal Communications
Commission. He is responsible for the regulation and licensing of all commercial U.S.
satellite and earth station facilities and the international coordination of these
facilities with other administrations in accordance with the International
Telecommunication Union (ITU) Regulations. In addition, his office prepares for and
participates in ITU radiocommunication conferences and meetings. Since
joining the FCC in 1975, he has held several positions working on various regulatory
matters and technical issues related to fixed, mobile and satellite services, including
frequency allocations, channel assignment plans and international policy issues. He began
his FCC career developing service rules for land mobile services in the Safety and Special
Radio Services Bureau. He subsequently worked in the Office of Science and Technology on
international conference preparations for the ITU WARC 79. He has served as Chairman, Vice
Chairman and Delegate on U.S. Delegations to many ITU radio conferences and study group
meetings. Mr. Tycz has also served as the Chief of the Frequency Allocations Branch in
Office of Engineering and Technology, as the Deputy Assistant Bureau Chief for
International in the Common Carrier Bureau (CCB) and the Deputy Chief of the Domestic
Facilities Division in CCB. In the latter position, he was responsible for international
and engineering matters related to satellite and terrestrial fixed microwave services.
Recently, Mr. Tycz was the U.S. member to the GMPCS MOU Group established as a
result of the World Telecommunications Policy Forum and was a U.S. Delegate to the ITU
World Radiocommunication Conference, Geneva, 1997.
Prior to joining the FCC, Mr. Tycz was employed by IIT Research Institute at the
Electromagnetic Compatibility Analysis Center (ECAC).
Mr. Tycz received a Master of Science in Electronic Engineering (MSEE) in 1972
from the University of Maryland and a Bachelor of Science in Electrical Engineering (BSEE)
with honors in 1968 from Lowell Technological Institute (now the University of
Massachusetts at Lowell). Mr. Tycz resides in Falls Church, VA with his wife, Mary and his
two sons, Zachary and Benjamin. |
