| Christopher Baugh joined Pioneer Consulting in May of
1999 and serves as the Satellite Networks Analyst. Mr. Baugh is currently updating
Pioneer's 1997 report "Satellite Data Networks: The Internet's Next Frontier."
In addition Mr. Baugh will assist in single-client directed research for Pioneer's
satellite industry clients. Before joining Pioneer, Mr. Baugh was an
International Trade Specialist and an Economist for the U.S. Department of Commerce in
Washington, D.C. Mr. Baugh regularly counseled domestic firms on the intricacies of
international trade policy and worked to analyze and identify U.S. industry preferences in
various trade negotiations and dispute resolutions. As the Department of Commerce
representative to various interagency executive committees, Mr. Baugh played an important
role in U.S. trade policy formulation.
Also at the DOC, Mr. Baugh participated in initial negotiations leading to the
Free Trade Agreement of the Americas (FTAA); WTO accession talks with Croatia, Armenia and
Uzbekistan; WTO efforts to expand trade in government procurement; and negotiations with
the European Union to solidify and implement the Transatlantic Economic Partnership (TEP).
In these negotiations Mr. Baugh analyzed potential markets for U.S. exports, in addition
to U.S. sensitivities in certain sectors, to develop U.S. Government priorities for the
given trade negotiations. Mr. Baugh also provided critical analysis to WTO negotiators in
order to settle trade disputes with Korea, Honduras and the European Union.
Mr. Baugh also has extensive legislative and analytical experience from his work
for the Committee on International Relations and the Permanent Select Committee on
Intelligence, both in the U.S. House of Representatives. |
